Stayed in Moalboal in April for a few days. Snorkelling here is really good, we saw countless turtles (10+) within a day. You do not need a guide if you can swim (there isn’t a current and it was pretty calm). I do not really understand the bad reviews against the crowds. Yes there were a number of larger tour groups, but it’s really easy to avoid them. It’s all on a large stretch of beach, it’s very easy to swim off and be on your own again. Plus the tours usually finish by the early afternoon and it gets a lot quieter. We tried snorkelling early in the morning but the water was quite far out and we didn’t see as many turtles. We saw more when the tide was in late afternoon. You can rent snorkelling gear for cheap if you need it. They are also trying to enforce a 100p environmental fee but we didn’t see them actively police it. We didn’t really see any rubbish and thought it was very clean / clear. The beach isn’t a sand beach so you can’t really sunbath.
